Systems Development Corporation (SDC) is looking for qualified team members to provide support to the Missile Defense Data Center (MDDC) Program contract contingent upon award. The MDDC Program is the responsible authority for data management across MDA to include, but not be limited to, test data transfer, data management, data center operations, truth data management, and lab analysis infrastructure operations for the BMDS Test Program. The MDDC Program accomplishes this by developing, operating, and sustaining a varied set of government owned databases and tool sets. In this context, the MDDC Program manages several functional areas in order to develop, manage, and produce products for MDA and Other Government Agencies (OGA).
Unless otherwise stated, all personnel must possess a SECRET clearance; key positions require a TOP SECRET at time of contract award. System administration positions will require ADP(IT)-1 investigations.

Administrative Support
Provides administrative support such as technical writing, proofreading, technical editing of word processing and other computer-based documents, integration of various sources into a cohesive product which may be delivered as computer-based magnetic media, and preparation of graphical and narrative presentation material. Provides assistance with maintaining personnel and other files; prepares correspondence, schedules and coordinates travel. Responsible for integrating the graphics generated with automated tools and the deliverable documents. Supports and executes visitor control/facility access procedures for MDDC. Performs courier duties for data, documents and other information/items as necessary. Performs applicable equipment and supplies procurement processes along with vendor coordination. Coordinates MDDC badge requests for MDDC personnel. Assists the PM in the preparation of management plans, contract deliverables and various reports. Coordinates schedules and meetings to facilitate the PM and contractors. Supplies program, contract and financial management support to the PM.
Database Development Specialist
Performs database design, maintenance and implementation activities for all MDDC Program software development and lab infrastructure support capabilities. Works with the Information Technology and Software Development teams in response to requirements for configuration of hardware/software to perform installations, testing, upgrades and deployments, optimization of data storage and capacity planning, database performance and operational efficiencies. Performs database systems installation, configuration, monitoring, troubleshooting, tuning, and maintenance activities. Develops database queries, scripts, reports, stored procedures, documentation packages, and documents processes. Understands change control and version control testing, processes and procedures. Ensures appropriate backup and disaster recovery measures are in place and documented. IA certification IAW DoD Instruction 8570.01M required.
Disaster Recovery Specialist
Loads and maintains the mass storage system used for the MDDC disaster recovery system. Assists with the design and conduct of MDDC disaster recovery test plans, testing, and issues as required. Designs, conducts and/or facilitates the efficient and effective multiple media migration to digital format. Responsible for understanding the scope of the Disaster Recovery Effort to include the historical backlog with multiple media types not yet migrated to digital format. Provides effective management and guidance for the Disaster Recovery Effort and Media Migration Efforts, as these two efforts are dependent upon one another. Develops briefings (content) to show MDDC Disaster Recovery Status or Processes or Procedures. Effectively communicates positions in different forums and committees.
Engineer / Scientist / Technical Analyst
Provides expert engineering and/or scientific solutions for highly complex technical and scientific /matters. Provides technical support to field engineers, technicians, technical support representatives and customers who are diagnosing, troubleshooting, repairing and debugging complex problems. Provides systems design services on all aspects of planning, engineering, integration, development, and testing. Maintains a strong knowledge of missile defense requirements and provides expertise on missile defense systems. Performs work in which the principles, theories and general body of knowledge of mathematics and information technology, or other engineering discipline is required. Designs, develops, and implements complex hardware, software and database applications or advanced techniques in investigating solutions to system requirements and problems. Develops, plans, coordinates and integrates systems-related requirements to support operational needs. Develops and coordinates contract deliverables and reports. Prepares management plans and reports. Leads team members in completion of proposals, contract deliverables, task order review, and briefings and presentations.
Legacy Data Analyst
Interfaces, communicates, coordinates with other data centers, other government agencies, contractors, and government personnel regarding potential legacy data sets. Responsible for getting the legacy data into the MDDC. Understands the Legacy Data priorities and how to effectively and efficiently work the legacy data acquisition process to include educating the potential customer regarding distribution statements and the waiver process. Develops, evolves, and maintains the Ballistic Missile Defense System (BMDS) Field Data Guide (FDG) and Kill Assessment Impact Database (KA IDB). Performs data analysis, reduction, and presentation, document research, and report writing. Provides effective leadership and guidance in the overall MDDC Legacy Data Program. Interfaces and collaborates with other data centers, Other Government Agencies, contractors, and government personnel to promote and educate the MDA Legacy Data Program Tenets. Helps set priorities and search out legacy sets relevant to current and future MDA requirements and testing. Develops briefings (content) to show MDDC Legacy Data Effort or Processes or Procedures. Effectively communicates positions in different forums and committees.
Library / Help Desk Specialist
Library Specialist - Performs technical processes where required data is acquired, validated, stored, protected, and processed. Assures data is accessible to satisfy user needs. Performs accurate cataloging of data items in multiple data formats (both physical and electronic) both classified and unclassified. Executes library processes to support and fulfill data requests. Performs shipping and receiving processes. Prepares classified and unclassified data products for delivery/shipping using established processes and procedures IAW all applicable DoD and MDA data handling directives and policies. Uses established library processes and procedures to process data items in and out for users. Provides oversight and guidance for all data reproduction and distribution. Provides oversight and guidance of the MDDC Library and operations to meet MDA and customer goals. Provides assistance to MDDC functional area experts regarding queries from the MDDC catalog. Prepares and develops inventory of all MDDC holdings as required. Assists the Government Security Manager with periodic security inventory as required. Documents and maintains new and established library processes as required. Performs multiple media and conversion processes and procedures. Performs scanning processes and procedures and loads documents to mass storage system. Performs video processing and migration. Researches, develops and/or updates migration processes if required. Performs trusted download procedures as required. Provides electronic data transfers following test events using approved networks and tools and proper security procedures. Performs technical writing activities as needed for MDDC Program data items. Proof reads data item abstracts for correctness.
Help Desk Specialist - Communicates orally and in writing and presents a positive customer service attitude. Follows standard help desk procedures. Logs all help desk interactions, tracks and routes problems and requests and documents resolutions. Identifies and escalates situations requiring urgent attention. Prepares activity reports. Serves as the initial point of contact for troubleshooting network applications and hardware and software PC and printer problems. Troubleshoots computer problems, works with the MDDC IT Staff on solutions when necessary to determines sources of computer problems (hardware, software, user access, etc.). Diagnoses and resolves technical hardware and software issues. Collaborates and hands off complex computer problems to IT Staff for resolution. Sustains working knowledge of fundamental operations of relevant software, hardware and other equipment. Researches questions using available information resources. Provides daily supervision and direction to help-desk staff. Advises help desk staff on appropriate actions. Manages help desk in a multi-server environment. Provides on-the-job training to new department staff members.
Media Migration/Data Processing Specialist
Provides document scanning (unclassified and classified). Performs media logging and labeling for all media formats. Prepares media for destruction using correct procedures. Develops unclassified and classified CDs holding migrated data. Conducts migration of 7, 9, 14 track tapes (unclassified and classified). Conducts multiple media migration using correct procedures and processes (unclassified and classified). Determines priorities, perform local backups, and load scanned documents to mass storage system. Responsible for understanding and conducting video processing and migrating older formats to newer formats (DVD). Researches and understands multiple media formats and migration processes and develop migration processes if required. Documents and maintains trusted download procedures and information as required.
Network Management/Information Technology (IT) Specialist
System/Network Administration - Responsible for design, installation, configuration, administration, operation, maintenance, monitoring, troubleshooting, documentation of classified and unclassified MDDC Program systems and networks and associated equipment, devices, and software IAW applicable MDA and DoD guidance, instructions, procedures and processes. Ensures IT systems and networks are fully functional for all operational and support activities hosted and serviced by the MDDC Program. Provides essential system and network administration support for servers, network hardware, data storage equipment, hardware and software, software, printers, workstations and other network connected hardware and associated software in support of the MDDC Program for classified and unclassified systems and networks. Works closely with Program Management, Information Assurance, software development team, analysis groups, and end-users to understand and implement requirements necessary to MDDC Program operations and activities. Provides guidance and support with technical expertise, instruction and advice in relation to MDDC Program IT processes and operations based on applicable MDA and DoD security provisions, technical guidance and documented instructions to meet all MDA and customer goals. Responsible for establishing and maintaining user accounts, profiles, file sharing, access privileges and overall network and system security. Anticipates IT related issues and implements proactive preventive measures. Develops, sustains and updates documentation for Information Technology processes and procedures. Performs regular and on-demand system backups and recoveries. Maintains IT databases and performs light programming tasks in relation to system administration needs. Researches, evaluates, and recommends new and emerging IT systems technologies to advance and support MDDC Program requirements. Leads, trains and supports the work of other staff engaged in system and network administration functions. Provides technical leadership in the integration and testing of complex large-scale networks. Interfaces with vendors for procurement and maintenance of infrastructure equipment. Assists with Government Furnished Equipment/Government Furnished Property (GFE/GFP) contract hardware/software maintenance, repairs and processes. Responsible for maintaining inventory and organization of different types of software and hardware resources. IA certification IAW DoD Instruction 8570.01M required.
Information Assurance - Directly supports MDDC Program Information Assurance activities in regards to IA and other Information Architecture security throughout the MDDC Program with respect to multiple locations, multiple security classifications and networks, centralized management/decentralized execution, multiple enterprise applications, and all IA-related documentation and reporting efforts to include Federal Information System Management Act (FISMA) reporting, DoD Information Technology Portfolio Repository (DITPR) and other information assurance assurance-related compliance reporting. Supports Information Assurance Certification and Accreditation (C&A) and associated IA processes, procedures, and activities. Works with the MDA Information Assurance management and case managers to ensure all IA actions for the MDDC Program are handled/resolved in a timely fashion with respect to MDA Designated Accrediting Authority and Certification Authority requirements. Responsible to design, develop, and implement solutions that meet network and system security requirements. Maintains existing security products; researches and develops new monitoring and management tools and procedures to comply with MDA and DoD instructions and guidelines. Performs vulnerability/risk analyses of computer systems, networks and applications. Establishes and satisfies complex system-wide information security requirements based upon the analysis of user, policy, regulatory, and resource demands. Supports coordination and manages relationships and communications with internal MDA IT and IA organizations and personnel. Advises Government and Contract Management staff in IA matters in relation to MDDC Program efforts and provides project direction and technical expertise to Contract Management staff in regards to DoD and MDA IA policies and procedures. Provides MDDC Communications Security (COMSEC) Custodial Responsibility and/or assists government security manager on this responsibility. IA certification IAW DoD Instruction 8570.01M required.
Program Support Specialist
Collects and processes all MDDC ad hoc data requests using proper security procedures. Guides users through MDDC and MDA Data Center Program (DCP) registration process. Coordinates and facilitates data requests using correct procedures. Updates and sustains the MDDC data request database. Performs data management plan development, review, and on-site data handling support as required. Provides early test support planning to include coordination with other government programs to ensure that the MDDC processes and procedures are involved upfront and early. Interfaces and collaborates with customers regarding MDDC capabilities and support. Develops, executes, and improves processes and procedures to promote efficient and effective data handling and reporting. Develops briefings describing MDDC capabilities as well as status briefings to current customers. Performs electronic data transfers following test events. Performs technical writing activities and proof reads data items for correctness as needed for MDDC Program data items.
Provides financial, budget, and acquisition, support and/or solutions for contract and business matters. Assists with analysis, development and review of program or functional areas, as required. May analyze program activities, such as acquisition or program planning, program “should cost” analyses, financial management, cost analysis, and other tasks related to contract deliverables. May develop, gather, and organize program related information. Mathematical and statistical methods may be used.
Program Management
Serves as the primary contractor point of contact with the Government Contracting Officer, Government Technical Monitor and Government Contracting Officer’s Representative, coordinates all of the work ordered by task orders, and is responsible for day-to-day management of overall contract support operations. Duties involve multiple projects and groups of personnel and multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities. Responsible for all official contract related communications with government representatives, program resources, budget, and management. Effectively communicates positions in different forums and committees. Provides technical/project management of assigned projects or major phases of significant projects or programs by coordinating the efforts of assigned technical staff. Organizes projects and task workloads within budget and schedule guidelines. Typically has extensive knowledge and experience within assigned technical discipline. Provides management of the activities and staff of a research or technical business unit. Responsible for overall unit performance within budgetary and schedule guidelines. Identifies and recommends objectives and scope of technical projects. Communicates goals, scope, approach and schedule to assigned personnel. Establishes budgets, forecasts, manpower, equipment and supply needs for assigned area of responsibility. Designs, conducts and/or facilitates the preparation of the efficient and effective MDDC metrics, other reports, and briefings as required. Contributes subject matter expertise and advice to the customer at a level that is commensurate with responsibility. May serve as Deputy Program Manager or Key Position Lead. Develops and coordinates contract deliverables and reports. Prepares or assists with management plans and reports. Leads and/or assists team members in completion of proposals, contract deliverables, task order review, and briefings and presentations. Leads and/or assists budget development efforts and provides program, contract and financial management leadership/assistance to contractors. Prepares or assists in the preparation of management plans, contract deliverables and various reports. Supplies program, contract and financial management support to the PM.
Security Specialist
Assists the Government Security Manager in providing day-to-day security oversight to Data Center operations in all facilities where Data Center operations occur. Responsible for the development, implementation, oversight and maintenance of all processes and procedures IAW with all applicable DOD and MDA security policies and regulations. Policies and procedures will cover all security disciplines but will primarily center on handling, storing, safeguarding, marking, tracking, use of distribution statements, and shipping and receiving of classified and unclassified data. Executes or ensures all processes and procedures necessary to receive classified data products, confirms markings for accuracy and completeness, maintains security portions of DMS catalog, interprets security guidance and intent for all software development activities as required, assists Librarian personnel, and ensures distributed data is compliant with all appropriate transmission requirements. Provides oversight to the data duplication and media migration process. Performs or assists the Government Security Manager with periodic or as directed inventory of all classified holdings. Manages Common Access Card and Missile Defense Agency badge issuance and renewal for Data Center contractor personnel. Functions as Data Centers Program security liaison to other organizations in the absence of Government Security Manager.
Software Development Specialist
Responsible for the design, development, testing, verifying, sustaining and fully documenting the internally developed software for the MDDC Program. Develops complex software applications involving graphical front-end interfaces, visualization toolsets, and analysis libraries interfacing with multiple databases and external applications to meet MDA and MDDC Program goals and deadlines for test missions and real world events. Works with Government, contractor staff and end-users to identify and implement software requirements related to MDDC Program projects in relation to software improvements and issues. Designs, codes and debugs applications in various software languages. Able to collaborate with managers and various customers to establish business cases and definition of system objectives and design specifications. Performs software analysis, code analysis, requirements analysis, software reviews, software risk analysis, and software reliability analysis. Performs analysis on, and revisions to existing systems to enhance system efficiencies. Performs software modeling and simulation. Performs integration of complex hardware and software systems. May act as a software development team lead and instruct junior developers. Evaluates and identifies new technologies for implementation. Responsible for maintaining software development standards compliance.
Responsible for software testing and user/system requirements verification/validation processes and procedures for internally developed MDDC Program software. Troubleshoots production problems related to software applications. Evaluates implemented requirements in software to determine if these requirements were met in deliverable software. Consults with Government and Contractor staff, project teams and end users to identify application requirements. Assists in the evaluation and recommendation of application integration and testing tools. Responds to suggestions for improvements and enhancements. May act as Software Test team lead. Instructs, assigns, directs, and checks the work of others on the Software Testing team. Participates in development of software user manuals and technical reports. Assists in the design, testing, implementation, and documentation of new software and enhancements of existing applications. Works with project managers, developers, and end users to ensure application designs meet business requirements. Formulates/defines specifications for complex operating software programming applications.
Senior Management / Technical Staff

Organizes projects and task workloads within budget and schedule guidelines. Typically has extensive knowledge and experience within assigned technical discipline. May identify and recommend objectives and scope of technical projects. Communicates goals, scope, approach and schedule to assigned personnel. Establishes budgets, forecasts, manpower, equipment and supply needs for assigned area of responsibility. Develops and coordinates contract deliverables and reports. Prepares management plans and reports. Leads team members in completion of proposals, contract deliverables, task order review, and briefings and presentations. Typically has management experience in addition to related degree and extensive knowledge and experience within assigned technical discipline/area of responsibility. Contributes subject matter expertise and advice to the customer at a level that is typically attained via a related technical education.
Technical Writer
Gathers, analyzes, translates and composes technical information into clear, readable documents to be used by technical and non-technical personnel. Edits customer deliverables, reports and documents. Conducts research and ensures the use of proper technical terminology.
